PARIS--French consumer prices were flat in November from October, national statistics agency Insee said Wednesday.

Economists polled by The Wall Street Journal had expected the consumer price index to fall by 0.1%.

The measure watched by the European Central Bank--the harmonized measure of annual price change known as HICP--rose 0.5% in October, the same pace as in September.
